5. Honourable Mr. Hammad Khan Marri, YP53-SINDH06 and Afshan Laeeque Khan YP48-Sindh01 to move the following resolution:

This house is of the opinion that the Government of Pakistan should take immediate steps to redress people's grave concern of power breakdown and load shedding especially in the city of Karachi due to which the lives of the common people become miserable in the on going hot summer. This situation negatively affects the business community as well as students who usually are taking examinations during this period.

6. Honourable Ms. Afshan Laeeque Khan, YP48-Sindh01 to move the following resolution:

This house is of the opinion that the reference against Chief Justice Iftikhar Muhammad Chaudhry should be withdrawn and it severely disapproves the treatment needed out to the Chief Justice in the form of forcibly demanding his resignation and further putting him under detention in his office. The Government used illegitimate methods to detain him and mistreated his family.

7. Honourable Ms. Afshan Laeeque Khan, YP48-Sindh01 to move the following resolution:

This house is of the opinion that the disappearance of a large number of persons in the country is of grave public concern and demands the Government of Pakistan to take action to find these missing persons immediately and keep the families of these persons informed on any developments in this regard.

8. Honourable Mr. Hammad Khan Marri, YP53-SINDH06 to invite attention of the Minister for Health to a matter of urgent public importance regarding Manchar lake toxic water being mixed with Indus River from Bubak(Sehwan Sharief),district Jamshoro in Sindh causing health hazourds such as gastro diseases to the residents of these areas and harming the agriculture and wild life.

9. Honourable Mr. Jawaad Latif, YP27-Punjab09 to invite attention of the Honourable Youth Prime Minister, to a matter or urgent public importance, regarding the non availability of clean drinking water in various regions of Pakistan and the resulting spread in epidemics such as Gastro diseases and Hepatitis.

Honourable Mr. Qaisar Mahmood Gondal, YP40-PUNJAB22, to ask the following questions.

Question 1:

Will the Minister of Youth Affairs, Youth Parliament be pleased to find out from the Ministry of Youth Affairs how many members of the current National Assembly of Pakistan were less than 30 years of age when they were elected to the National Assembly?

Answer 1:

There were 27 members of the National Assembly of Pakistan (8%) under the age of 30 when they were elected to the current National Assembly in 2002.

Question 2:

Will the Minister of Youth Affairs, Youth Parliament be pleased to find out from the Ministry of Youth Affairs the turnout in terms of numbers and percentage of youth voters during the last five elections to the National Assembly of Pakistan?

Answer 2:

The Election Commission of Pakistan which is the Constitutional body managing the elections in Pakistan does not provide data which shows the number of youth voters during the past five elections to the National Assembly of Pakistan

Question 1:

How many members of the Youth Parliament Pakistan come from the big cities and how many from the small cities in Pakistan? 

Answer 1:

21 members of Youth Parliament Pakistan, 2007 belong to small cities, 31 members belong to big cities, 5 members are from Islamabad Capital Territory and one member each from Azad Kashmir, FATA and the Northern Areas. 

Question 2:

What is the latest trade deficit figure for Pakistan? 

Answer 2:

According to the information provided by the Bureau of Statistics, Government of Pakistan the trade deficit in Pakistan in March 2007 was US $ 1.08 billion or Pak Rs. 66.12 billion. The cumulative trade deficit figure in Pakistan from July 2006 to March 2007 is US$ 9.98 billion i.e. Pak Rs. 605 billion.

“This House is of the opinion that the sealing of the office of Supreme Court Bar Association President Mr. Munir Malik should be condemned and urges the government to refrain from the use of pressure tactics against the legal councils of the Chief Justice of Pakistan”.

“This House is of the opinion that the renewed friendship between the United States of America and Islamic Republic of Pakistan post 9/11 have contributed to the deterioration in the security situation in the country”

“This House is of the opinion that the Government of Pakistan should take immediate steps to redress the worsening security conditions in FATA, particularly in the Kurram Agency, as clashes between the armed groups have severely affected the local population and have long-term adverse consequences for the security of Pakistan.”

8. Honourable Mr. Rafiullah Khan YP16-NWFP05, Shadow Minister for Health Education and Environment  to move the following resolution:

“This House is of the opinion that in order to preserve the natural resources and natural environment in Pakistan the Government should take effective measures to supply needed power sources (Electricity, Natural Gas etc.) to the hilly and periphery areas (having rich natural resources) on priority / emergency basis.”

9. Honourable Mr. Yawar Abbas, YP05-FATA01 to move the following resolution:

“This House is of the opinion that in view of the poor performance of the Pakistan Cricket Team in the recent World Cup, the present Chairman of the Pakistan Cricket Board should resign and be replaced by someone who has a related experience and expertise in this field. The current system of ad hoc appointment of the PCB Chairman by the President of Pakistan should be replaced with a more transparent and accountable system of selection.”

QUESTIONS

Honorable Mr. Syed Ali, YP11-NA01 to ask the following questions

Question 1:

What is the amount of funds allocated for the Prime Minister's hepatitis control program and distribution of the funds among the provinces?

Answer 1:

The Prime Minister’s Program for Prevention & Control of Hepatitis in Pakistan is an effort to adequately respond to the threats associated with high prevalence of viral hepatitis in the country. The project was approved by ECNEC total cost of Rs. 2593.83 Million for a period of five years (2005-2010) and launched by the Honourable Prime Minister of Pakistan on 29th August 2005. The Program is funded by the federal PSDP and no funds are distributed to the provinces as such. All items required for implementation of its various interventions are ……………. centrally  to the Federal Procurement Cell and provided to the provincial health departments on equitable basis.    

Question 2:

What is the system in use for the utilization of these funds under the Prime Minister's Hepatitis Control Program? 

Answer 2:

The funds allocated to the programs are utilized through the AGPR pre-audit system. No funds in cash are therefore, at the disposal of the federal or provincial program implementation units.

Question 3:

What major projects have been undertaken by the ministry of youth so far after becoming a separate ministry that favour the youth of Pakistan directly?

Question 4:

How much funds have been allocated in the annual budget of Pakistan for youth development for the year 2006-07?

“The Govt. should pay more attention to the special needs in the special education sector in Pakistan, facilitating the education of special children and providing them with more educational opportunities.”

“This House is of the opinion that all honourable members of Youth Parliament should launch an awareness campaign regarding voter’s registration in their respective areas. Each member should at least approach 20 people and make them aware about the importance of their registration as a voter.”

“This House is of the opinion that strict measures should be taken by the Government of Pakistan to ensure that no Head of State of Pakistan is allowed to have the authority to quarden of public roads and avenues for the conducting of political rallies and public addresses.”

“This House severely condemns the illegal bio-metric scanning being carried out at Fortress Stadium in Lahore Cantt.”

“This House is of the opinion that the military operation in Balochistan should be immediately stopped and the Government should engage in talks with the Baloch leadership in order to reach an agreement for the resolution of conflictual issues.”

9. Honourable Mr. Abdul Ghaffar, YP19-PUNJAB01 to move the following resolution:

“This House is of the opinion that the appointment of teachers on contract basis is detrimental to the field of Education as these teachers are there without basic needs/facilities which leads them to mental frustration and impacts negatively on their performance. We propose that all the teachers on contract basis should be made permanent staff and all the new appointments should be made on regular basis.”

QUESTIONS

Honourable Mr. Syed Ali, YP11-NA01 to ask the following questions

Question 1:

Will the Honourable Youth Prime Minister may kindly inform the House what are the major projects which have been or are planned to be undertaken for the Youth of Pakistan since the Ministry of Youth Affairs was established as a separate Ministry?

Answer 1:

According to the information available from the Ministry of Youth Affairs, Government of Pakistan the projects that have been undertaken since November 2005 when the Ministry of Youth was established as a separate Ministry are the Youth Development Centres in Quetta, Peshawar, Karachi and Sukkur. The Centre in Quetta has been completed while the centre in Peshawar is to be completed in June 2007. The other two centres are still underway. These centres include social cultural activities for youth, youth hostels as well as technical training for youth. 

Other programmes such as playfield for youth and youth internship programme are being planned.

Question 2:

Will the Honourable Youth Prime Minister may kindly inform the House what amount of funds have been allocated for youth development in the annual budget for the year 2006-2007?

Answer 2:
